Derbent City Urban District Master Plan

Located 121km to the southeast of capital city Makhachkala, the city of Derbent is the second largest city of the Republic of Dagestan. Situated on the western shore of the Caspian Sea, it is also the closing point of a narrow coastal strip known as the Caspian Gates. Derbent's historic center is the oldest town in Russia and has been enlisted as a UNESCO World Heritage Site for its citadel, ancient town and fortress buildings.


This ancient town’s seaside location, favorable natural and climatic resources, important historical and cultural sites, and the above geographic and strategic role have given it high development potential. This winning master plan explores the innovative development strategy of the embankment. It is a comprehensive assessment of the coastal territory of the city district, a concept of development for the 12km embankment that focuses on the activation of public city space, making the embankment an incentive for the development of new areas of Derbent and the capitalization of adjacent territories.

This master plan will help the City of Derbent to determine the direction of socioeconomic and geographic development in the medium term.
